BAD news mate ,i would imagine you will need a waiver, you might want to
get a good lawyer,i have been denied because of previous convictions
,but ,like i say ,seek proffesional advice ,good luck.

Be honest at every stage of your application, never ever try to hide
anything. Your record wont give you a 100% chance of denial but 2 drugs
cautions means you are on very very sticky ground. I would start
looking into having your fiance move to the UK as a backup and getting a
very good lawyer because you have given yourself some major black marks.
I would also suggest leading a life of an angel from now on, no drugs,
not even being around them and nothing illegal. Remember, USCIS are
doing you a favor by approving applications and they don't care one bit
about you or your circumstances, just what they read on your
application. Drug related crimes are dealt with very harshly here.

To receive a caution one must admit to the crime. Even though a caution
is not a conviction, USCIS does not differentiate between a conviction
and an admittance of a crime.
Waiver? in my view YES.
