No this is not true, I was hired by a canadian company while still in
the UK. Once I arrived in Canada (without SIN yet) I applied, but until
it arrived the appropriate contributions went into some kind of holding
account, and were then attributed to the correct SIN later. I guess the
short answer is that it depends how much a company wants to employ you
how far they will inconvenience themselves. In general if you explain
that you are waiting for it to come through it should not be a problem,
in fact it is more likely to hold up your search for somewhere to live
than somewhere to work...remember to bring landlord references with you
if you can if you intend to rent (anywhere nice) at first.
It was interesting that after I became a PR my SIN changed again. While
I was on the work permit it began with a 9, which raised red flags
everytime I applied for credit. After PR granted the number changed and
credit was no problem.
