Is Research Assistant a work experience?

My husband is doing his PH.D.in Canada. He has scholarship, fellowship
and gets paid in his Research Assistant job. Could you tell me is RA
experience a qualified work experience to immigate? He is doing his RA
30 hours/week, and getting around $7000 CAD annually.

These positions are usually not counted as work experience but as part of
their studies.
