The Canada Post web site says that they would have to bring a "letter
of authorization" from you, but does mention any details, such as
notarization, signature guarantee, etc.:

If I were in your Canadian relatives' position, I would check with my
local post office (which is probably just a postal counter in a corner
of a drug store :-) in person as to what exactly is required, and
whether a simple free-form letter signed by you is enough, or
something more formal is necessary.
In any event, it is probably a good idea to request that CIC sends
the passport to you in an envelope with a "c/o" ("care of") address,
e.g.
Ivan Bobrov
c/o Stepan Losev
123 Maple Street, Toronto, ON
where the first name is yours, and the second is that of the person
who'll actually walk to the post office to pick the letter. (Well,
thinking of it, maybe you can simply ask CIC to only put *that*
person's address on the envelope, but I don't know if they'll agree).
