Default If you lose on GC can you apply for another

If my father loses his GC, because he did not meet residency
requirements [he lived in home country for four years}, can he apply for
a new green card -- or will that be denied because he "abandoned" the
first one?

Yes, you can file another I-130 on his behalf, and go through the
channels again. His previous abandonment won't affect his ability to
receive another green card.
