Default IELTS (need advice) - Andrew Miller

Dear Mr. Miller:

My sister [who lives in India] applied for Canadian Immigration under
the (old) independent category: the timeline is:

May 20, 2000, Original independent category application
Sep 10, 2000, Application acknowledgement
Oct 5, 2003, Interview waiver letter (resend all applications)
Nov 3, 2003, Received medical forms.
Nov 14, 2003, Sent the filled new forms.
Nov 28, 2003, She will send the passports to CHC. The Doctor will be
sending the medical reports.

The new forms ask for IELTS (English proficiency test) or other proof.
it is not clear to me or her that she should take the test. Please
advise.

Because she had to return the filled application in 60 days, she sent
it without taking the English proficiency test. She also assumed that
her application was approved, and hence she did not have to submit any
new proof.

If she was asked in the letter from CHC to submit IELTS result then she
should do it. But if only new forms were asked for then no need to bother.
