Yes, the TD status is available to citizens of any country. Only the
primary TN holder must be Canadian.
Do be aware that your wife will need a TD visa in her passport from a US
consulate. I would recomemnd using a consulate in Canada; consulates in
her home country may not be familiar with the TD status.
