the USCIS has no hope!! They made tons of mistakes. Is there any one
knows how to complain USCIS?

Back in the INS day.... my file, yes the whole file was missing. So I wrote
a nice and polite letter to the district manager of that particular office.
I didn't get any response at first then I wrote again a few weeks later and
3 days after that I got a call from INS. So, I would try this one first and
if no response do 1 more time and then I would go with Robert's suggestion.
Make sure you get the person name that responsible for that office.
