It's not so much that things have slowed down necessarily, but you
aren't eligible yet for the Green Card. In addition to the regular
'can't get enough staff to process the petitions' backlog, there's a
backlog in the sense that only a fixed number of people in your
category can get Green Cards. At present (December 2003), in order to
be eligible your father needs to have applied before July 15 2000.
I would say that you should expect to become eligible sometime in
2005, and USCIS will probably approve your application sometime after
that. Of course, if you marry in the meantime you should expect to
have to wait an additional three or four years.
