The rule about Canadian PRs requiring US visas is different from the 30-day
rule.
The 30-day rule used to be applicable even for non Canadian PRs.
Any US legal resident on H-1B/L-1, etc. could go to Canada/Mexico and return
within 30 days without getting a new visa stamp as long as they possessed a
valid I-94 and their current status is the same as the status on the expired
visa stamp on their passport.
I am aware of the new law requiring Canadian PRs to have a valid PR visa,
but IMHO, that is a different issue.
The big question is whether the 30-day rule has also been discontinued or
not.
I have come across several poster in the alt.visa.us newsgroup who have
successfully used the 30 day rule in the past few months to re-enter US.
That said, you may be right that it is an officer specific issue and some
people are successful and some are sent back.
I am still undecided on what to do about this - this is a very critical
issue for a lot of people and if only we had a solid answer, we could have
planned better.
