I was in the same situation but i decided to do a comprimise

and it
paid me and many of my friends off too. I am an IT professional too. Now
I got my ACS cleared while being in Pakistan and applied for my student
visa for RMIT in melbourne for my masters (which was at that time for
1.5 years and ppl used to get PR after 1 year of study) and gave IELTS
acadamic. In offshore cases in pakistan ppl took 1 year to get PR. So i
decided to come to study and not waste time and apply from Australia (as
an offshore case still).
So, I got my ACS approved and came to melbourne for study and after a
month I put my PR application from australia (and used my Academic
IELTS) and started my study. I thought that even if application takes a
year i will be finishing my studies but ofcourse i am paying
international student fees which is almost double to the local ones. But
to my and my 2 other friends amazment, we got approval in 2-3 months.

we were psyched but we need to go out side australia to get our visa
stamped (evidence of visa). SO we finished our 1st semester went to NZ
and got our PR visa and entered as immigrant. changed our status to
local and studied last 2 semesters part time with full time job

and
this was still true for my 4 other friends who came in next semester
(when rules also changed to 2 years for onshore visa)
I mean what u have to loose? get ur ACS come for study (if you afford
it) and max u have to study 2 semesters before u get ur PR. so u will
still save 1 year of international fees. it was gamble at our end at
that time but it paid off good. for some unknown reason all of us got
our off-shore PR visa approved with in 3 months (with one friend
getting it in 1 month and 4 days) where it take 10-12 months if applied
from pakistan.
