Default help in petitioning son over 18 yrs old

Hello,

My friend who just got her conditional resident card (via marriage to
US citizen) wants to know if she can petition her son who is 19 yrs old
now living in the philippines or when she got approve for permanent
resident in 2 yrs? She is worried bcuz her son will be more than 21 by
the time she applies for removal of condition. If she can file to
petition now what will she needs to do?
