My freinds eclient is showing in process

what does this mean

"we started proceeing your application on april 10 2002

a descion is made we will contact you"

on jul 5 2003 she received interview waivier, request of ROLF and
updated bank statement and FBI
got to medicals after 6 months she is indian citzen living in usa on
H1b for last 3 years

applied in DEC 2001

Any explanation on this

"Decision made" in e-client can mean any decision made during the process -
preliminary selection (interview required or waived), background and
security decision, medical decision, etc.

In this case it seems that it was interview waiver which was already
communicated to applicant anyway.
