I am not so sure that your file has been transferred to Vienna. Visa
offices are not required to transfer files if they do not feel it
appropriate. I think your file has been closed because you are out of
Berlin's territory. RET means "retire" or more clearly, destroy. That does
not sound like its been sent to Vienna.
