Default HELP Flying Dec. out of Toronto - PR card problems

I've been trying to get my Permanent Residence card ever since I won a
trip on Thanksgiving. I am an American Citizen and a landed immigrant
in Canada and have been in Canada since 1971.

When I sent the forms I put "Urgent: Proof of travel enclosed" and
this sped up the processing but they sent the forms back to me because
I didn't enclose identidy documents from before I landed in Canada.
I've sent them back but after checking e-client yesterday I've found
out that the have sent them back to me AGAIN.

So am I screwed? Because even if I mail them back by tomorrow with
Overnight Delivery, they may not get to the forms till next week. It
seems to take a week for them to mail out anything so it may be too
late as I fly out of Toronto in a week and a half.

Is there any way I can board the plane without my PR card? I have my
Ontario driver's license, health card, certified US Birth Certificate
and certified record of landing. I am flying to the Dominican Republic
and I know they only require a birth certificate and drivers license
for Canadians and Americans. My boyfriend is coming with me and he has
his US drivers license and birth certificate.

Am I going to have a problem boarding the plane in Toronto or back
from the DM? It is a non-stop flight on Air Canada.

Would having my US passport be any help? I could go tomorrow morning
to Toronto to try and get it but I'm not sure I would even get it in
time.

Check with Air Canada. I seem to remember reading somewhere that they
have a policy regarding requiring PR card. If you are boarding from a
country that doesn't need a Visa to visit Canada and you have
appropriate ID they may let you on board. I would check with the airline.

Given that there are no reasonable economic/tax advantages etc. and that
both USA and Canada are quite comfortable with the idea of dual citizenship,
it escapes me as to why you hadn't already applied for your Canadian
Citizenship 30 years ago ... but nonetheless ...

On your way *out* of Toronto, you should be fine.

It is possible you would have troubles on the way back. One way is to apply
for a travel document outside Canada right now ...

Question
Who needs a Permanent Resident Card?

Answer
As of December 31, 2003, Canadian permanent residents holding a
passport from a non visa waiver country returning to Canada will be
required to provide the wallet-sized plastic PR permanent resident
card or a visa. The IMM1000 Record of Landing will no longer be
acceptable. Without a valid PR card or visa these passengers will not
be permitted to board the aircraft and will need to contact the
nearest Canadian embassy or consulate to obtain a limited use travel
document to re-enter Canada.
If you are a passport holder from a country listed on the exception
list (see link below), the IMM1000 and your valid passport will be
acceptable:

As the USA is on the exception list then I believe I need a valid US
passport. I need to go to Toronto to the Consular General and see if
they can help me. I have a whole week to do this. ARG!!!
