Default Help!

Im an immigrant here in Canada. I hired my brother as a live-in
caregiver because I have a 3 years old son and I want my brother to
take care of him. You know as a parent we want to have a peace of mind
at work that somebody is taking care of our son that we can trust not
just hiring local nanny's.
My Brother passed he's Interview and he's done with his medical. after
that he never received and letters from the immigration and its 4
months that we've been waiting for his visa coz we thought that
everything is fine. As an employer we can't wait no longer so we
decided to as for help for the M.P.'s in Canada because we really need
him badly. The day they follow-up the papers of my Brother is the day
the immigration refused my brother which make as all shocked. They
told us that the reason is that based on the documents provided,
although his caregiver training ran for 6 mo and an excess of 13 days,
his on the job training took place within his care giving training
period. The training must be for a min of 6 months with a min of 25
hours per week of classroom lectures. On the job training does not
count toward the 6 month requirement for the LCP. Time spent doing on
the job training or practicum is not considered part of the required
training although it may be a TESDA requirement
The officer therefore had to conclude had less then the required min 6
mo full time classroom training because his on the job training
occurred during his classroom training time.
So we're planning to appeal the decision of the visa officer on
the following grounds:
1. My brother completed the six months full time classroom.
2. He finished all the requirements of TESDA including the OJT's
required.
Well my brother can do he's OJT during night time while he's on
classroom at daytime whats the conflict?
PLEASE give me advise on this!
WE NEED HELP ON THE PROCESS and I WANT JUSTICE FOR MY BROTHER!
