Default H4 how to apply for work permit

Hi,

Does anybody know how to apply for an H4 visa holder work permit?
I know it is possible for an H4 to apply for work permit but don't
know how and where that person should go.

Actually, I was under the impression that an H4 holder can NOT apply for
a work permit. One exception might be if the H1 holder is currently in
the green card process, but I'm not sure on that.

Well, yes - H4s can file I-765 with their I-485

It is not possible at this time to file for a work permit (EAD) for
dependents on H4, but it is possible for L2 visa holders (dependents
of L1) to file for a work permit.

I think you are talking about a I-485 application pending, then yes
the petitioner can apply for an EAD (work permit) but will have to
relinquish H4 status.
The way I understand it, if a 485 petition is pending(Adjustment of
Status) for both parties including the spouse then an EAD can be
applied.
The primary applicant need not be on H1 either, they can switch to EAD
using AC21 portability after 485 is pending for 6 months.

After reading the answers, it leads me to ask the OP....

Is there an I-485 pending? If so, form I-765 can be filed for the EAD.
If there is no I-485 pending, then an H4 holder cannot get work
authorization.
