H1B Transfer

My friend will be changing his job next month and I have given him the
following information. Would you correct me where I am wrong?

1- This is the 3rd transfer so there's no application fee
2- Premium transfer is still extra $1000 and $130 fee still applies
3- There is a lawyer fee
4- He may start working after the new company files the petition and gets
the receipt (there are multiple types of receipts but I believe a fedex
receipt is fine)

By the way he is waiting for another interview, what happens if he gets the
offer letter from this company while he applied for the transfer from
another one, does he need to wait for the results? Is there a limit on
number of H1B transfers?

I guess you're talking about the old "training fee" of $1000 rather
than the $130 application fee? I believe the training fee doesn't
apply to any applications since October 1.

Correct. The employer must pay the $130 application fee.

Most lawyers charge for their services. If the employer chooses to
use a lawyer for this, there are likely to be fees.

He may start working once the USCIS regard the application as having
been filed. INS said in the past that they didn't consider an application
as filed until they had done their initial "sanity" scan which they do
before issuing the receipt, and decided the application is valid. You
would know they had done this when you received the application receipt.
Most people say to wait for the receipt before starting work, some take
a chance on having proof that the application has been received by USCIS.
If he's applying for Premium Processing, there's a good chance he'll get
the approval before or at the same time as the receipt anyway.
