Default Green card and NATO-2

Hi,
My wife has a Ph.D. in Physics and her current status is an extended F-1
(OPT). I understand that someone with an F-1 can't apply for a green card
but that a Ph.D. can apply for a green card right away if she has a H1-B
visa for instance. How is the situation if she would have a NATO-2 visa
depending my NATO-2 visa? Is she allowed to apply for the green card out of
a NATO-2 status?
Further, is she allowed to work as soon as the green card process is
running?

A person in NATO-2 status is not prohibitied from applying for
permanent residency. It may or may not however adversely affect your
ability to extend your status and/or visa and/or enter the U.S. with a
NATO-2 visa. You may file an application for employment authorization
when you file your application for adjustment of status, form I-485,
and it should be approved within 3 months. However, depending upon
multiple factors far too complex to address in this post, you may be
required to wait months or years from the start of your application
for permanent residence to the point where you can file a form I-485.
