When I arrived in the Florida, three years ago, from the UK I just had
to do the written test and the road test. I am pretty sure you do not
have to do the things required to gain a learners permit.
At that
time, pre 9/11/01 it was possible to do the tests at any drivers'
licence center, but now I think that only certain centers can be used
by foreign nationals.
I found that both the written and practical tets
were pretty straight forward.
