Default Family immigration

I am sure something like that has been discussed in this group before,
but I can not find reference to the specific case I am interested in.
If a person (canadian citizen) has a close relative who is a US citizen,
can this canadian citizen be sponsored by the US citizen for a green
card? If so, does the sponsor have to reside in US, or can he/she be
living in another country (Canada)? Any advise is appreciated. Thanks
in advance.

If it's just the question of sponsoring, the US citizen can sponsor residing
from any other country, through the correct Immigration service centers in U.S.
or the respective consular offices in the foreign country. Getting a green card
through relative(s), depend on the relation types (e.g. spouse, parents,
siblings, adoptee etc.). You'd call U.S. Citizenship and Immigration Services
(USCIS) at (800) 375-5283, and ask for the specific info.
