You do not have to wait for the GC lottery. Department of State issued a
number of memos that clearly state that a mere entry in the GC lottery, or
even winning the lottery, is not usually evidence of immigration intent.
They gave the fact that there is a high element of chance involved, as
well as the fact that many winners do not follow through.
