Default F-1 to H-1 visa

Hello,
My brother is on his OPT period, but
without any offers. His parents are US
greencard holders. If they start a home
based company, can they sponsor an H-1
visa for him?

Is there any other way to convert an
F-1 visa to an H-1 visa ?

It is highly unlikely that what you propose will work...
