Hello,
yes, it's quite available.
The E-3 visa is similar to the H-1B visa. Important differences include
the thing that spouses of E-3 visa holders may work in the United States
without restrictions, and that the E-3 visa is renewable indefinitely.
Australian citizens applying for an E-3 visa are also no longer subject
to the 65,000 annual visa limit for H-1B visas. Although there is a
separate annual quota of 10,500 E-3 visas, this is believed to be much
more generous to Australians than requiring them to compete with all
other nations for H-1B visas.

The I-94 indicating E3 *is* the work permit, it *is* the DHS authorization.

Probably, your prospective company may already know how to write one.
AFAICR, it'd say they are pleased to offer you the position, your
offered title, your dept, location, salary, and bonus, probably some
short descriptions of your work, and etc. This is pretty much a
standard letter, though. But I think this letter is only one piece of
the puzzle which makes up the whole picture before the consular
officer's eyes prior to making a decision. Having said so, there are
other important documents, too, both from your employer's and your side.

Hi PHook,
It's quite hard to find up-to-date information about the process of
changing employers whilst on the E3 visa. It would be really great if
you could summarize the process that you followed to get your visa
updated, including how long you had to wait before you were able to
start working with the new employer etc.
