Default Defecting? New Cuban Immi Rules

Do any of ya'll know about the new Cuban regulations for immigration and
how a Cuban medical professional working in Venezuela who defected there
would be able to enter the United States? One of the changes was to
""make it easier" for medical professionals in 3rd countries to enter
the US. I know someone in this situation and would like to help him and
I have looked everywhere for information and can't seem to find
anything. Would he just have to go to the US Embassy in Caracas? If any
of ya'll can help me in anyway, please e-mail me
