Please can someone help us to understand this situation:

We are planning to apply for PR (skilled workers category) but we are
wondering where to apply exactly! our situation is like this, we are
currently living legally in Europe but we are from Southern part of
Africa and our question is, are we in advantage if we apply through the
country we are living currently in Europe (let say it will probably has
quick process and take little time etc) or not, and by applying in our
country of origin (will it be quick with the fact that few people do
apply from our region to immigrate to CA? or not true and even it will
take long time to deal with our case due to the nature of them to
establish our background information).

Lastly, I would like to know what the CIC advising applicants when they
are on this situation, if any?
