Citizenship procedures?
Hello,
I am a foreign national, married to a US citizen since August 1999, I
entered the US in November 1999, I already have my Permanent Resident status
and I want to start my citizenship process. We are still happily married and
just curious if it is possible to apply for citizenship at this time and
what the average processing time for this is for NSC.

When did you get permanent resident status? Was it on entry on an CR-1 visa?
You should look up "Guide To Naturalization" at the immigration.gov
website, and print it out.
Generally, you can file N-400 after 3 years of marriage AND living
together and 90 days before your third anniversary as a permanent
resident. Note: NOT 90 days before your third wedding anniversary.
So, you could have filed a year ago if you entered on a CR-1.

I got permanent resident status on May 2002

You said you got married in August 1999 and entered the US in November
1999. Are you saying you entered on non immigrant visa or visa waiver,
even though you were married, and stayed in the US, filed AOS and got
AOS approved in May 2002? or, are you saying you had conditional status
that was removed in May 2002?

So, are you saying you had received conditional status when you entered
in '99? Permanent Resident status with conditions is still counted as
Permanent Resident status for the time required for Naturalization.
If you entered in '99 and got an I-551 stamp in your passport, then that
is the day you became a permanent resident.

I don't know the timeline for NSC
