I have a question: Does permanent residency officially begin when a visa
is granted, or when it is validated on entry to the country? The reason
I ask is that I am hoping to get my visa (136) before July next year but
was hoping to do a few months traveling on the way down. So I am
wondering if I will need to go to Oz first to being the PR term?

Read the link - no-one knows what the legislation will say finally but
you could research the current draft legislation.
