For the car seat - yes it is required, just as it is in the US - rules
differ although - you need to check with the state you are in Australia.
But take yours and check it for free when you check your baggage.
For the plane - If you travel with a child of less than two years
of age, you can pay just 10% of the ticket price (the last I
remember - someone will correct me if I am wrong) But with this
you do not get a seat.
However, if you get your bookings done properly you can do much better
than a seat - you can get a bassinet for the child by just paying this
10% of ticket - this is much preferable to having a seat and using a car
seat for the child. Look into this and book really early to reserve a
bassinet seat. FYI there are only very few of these seats on the plane
so they get taken early!!
Note: Bassinets are not available within US on US airlines, so they may
not know about this - but they are certainly available for
flights to Australia/NZ.
