Dear Friends,

Can a Canadian citizen apply for I-140 and I-485 at American
Cosnulate in Toronot, Canada, after receiving Labor
ceritification here in USA.

Is it possible and will it expedite the process ?

No, it is not possible. Form I-485, application for adjustment of status,
may be filed only within the U.S. at a USCIS office. An employment-based
I-485 may be filed either after Form I-140 has been filed, or simultaneously
with the filing of Form I-140. This filing may be made only at one of the 4
USCIS Service Centers, California, Nebraska, Texas or Vermont, depending on
the location of the employment.
