Hi Expert,

I applied in june 2001 for Canada Permanent Residence. As they changed
the rules in June 2002,I got rejection letter in April 2003 saying
that u don't have sufficient points for qualify. Again now the new
rules came recently in september 2003 saying that 67 points are enough
to qualify.

Can they reconsider my application or whether i have to apply from
starting..
