Default Can medical center courier the reports ?

Hello,
We had our medicals done today. When we asked the medical center to send
the reports through overnight courier(fedex or USPS), they denied that
request
outright stating that they have been instructed by Ottawa NOT to send
documents
through courier. The reason which was given to us is that by couriering the
docs,
we may be putting ourselves ahead of other reports who had applied before
us.

I couldn't understand this. Is this normal ?

Somebody please advise...
