I received a copy of my CAIPS notes and it states that my file was
"BF'D DET 26-11-03" (i.e. bring forward to Detroit on Nov. 26, 2003).
At first glance this looks like my file has been sent to Detroit, BUT
the "interview letter" I received from CIC in October 2003 said my
file would remain in Buffalo until Detroit had more openings,
estimated to be 7-10 months! Does anyone have any experience with the
bring forward date not being the actual date of transfer? Thanks!

BF'D is not a transfer date, its just a reminder for the immigration
officer to re-open your file if there was no activity till then.

remember its just an estimated date not an actual date !!!
