He could only come over for the allotted 90-day stay. And he can't work
during that time. Don't really see any point in doing that, since you
already know you want to hire him and he doesn't need to come for the
interview or anything.

Sure, but it does not change the time line as far as him starting
working.

This may be essential now for 1st April applications, previously mainly
used when Visa's were available through the year.

You are making a suggestion here which, if money changed hands, could
land you both in deep shit. Since you seem totally unfamiliar with
immigration and visas, I suggest a consult with an experienced
immigration attorney.
