Absolutely.
I have had a Canadian bank account at the RBC since November, 2007 and I'm not traveling til June.
All I had to do was show the letter of employment. All you need to do is show your landed immigrant paperwork, and it will be a simple thing to set up an account.
RBC has a special department for overseas accounts. I don't know if other banks do. You will have to set up the account in person at the Bay Street branch; speak to Mr. Steven Harrison. It cannot be done in your own country and cannot be done without you personally being there, sorry

Good luck.
