Hi,
I am currently working in Canada on a work visa (w1).
I got my Work Visa through the fast-track visa program for
skilled workers. (ie No explicit HRDC Confirmation )
Can I apply for Perm. Residence while working and staying in Canada ??
If possible, is there a time limit before I can apply ??

Yes, you can. But you must apply through the proper visa post abroad.
