It is not actually right at the border, but at a US consulate inside
Canada (not too far from the border, though).

Not harder than anywhere else. The odds of a denial are slightly higher if
your case is weak or they decide you are subject to the security
background checks.

Yes, that would be your only option. Airfares on short notice tend to be
very expensive.
