Default Applied for PR in India, but now I am in USA

I had appled for Canadian PR under the skilled workers category in
Sep2004 and am still waiting for it to come through. Nos since Jne
2007 I am in USA and will be here for about 1 year. So is it avisable
for me to transfer my application from the Indian counsulate to USA?
Will that help speed up my process? Any advice will be appreciated.

You cannot transfer any immigration application from one visa
office "jurisdiction" to other visa office "jurisdiction". The
only thing you can do is to start a new one from scratch.

Yes the timeline in Buffalo Visa Office is faster, but it still
more than 1 year... recent timeline is around 2 years. If you
apply in Buffalo Visa Office and they need interview later after
you leave USA, you will have to find your way to get back in USA
to attend that interview.
