Agra: Tourism capital or haven for criminals?

Agra may proudly claim to be the "Tourism Capital of
India" but it also holds a dubious distinction that many
may not be aware of: Its 37 lakh population is held
hostage to approximately 2,800 criminals of which 1,250
are under the thumb of one criminal alone.

Even the police who are responsible for the city's law
and order situation have not been spared by these
criminals. Every year, several policemen are attacked by
criminals who besides murdering or injuring the policemen
also take away their weapons. The latest incident last
Thursday when two police constables were attacked near
the Saiyyan police station of Agra by a group of
criminals and a pair of .303 bore police rifles was
snatched away.

A couple of years ago, four police constables had met
with the same fate at the hands of goons who shot them
before taking away their rifles. According to statistics
available with the local police, there are 2,825 "active"
criminals conducting their activities in Agra; this
number is showing no signs of receding despite the
presence of over 3,200 police personnel in the town.

In an effort to bring about a change in the concept of
crime-control in Agra, Senior Superintendent of Police
(SSP) Rajiv Krishna has introduced a novel concept of
putting "marked" criminals under 24-hour vigil of the
corresponding beat constable under the code-name
"Operation Pehchaan" through which local police stations
can identify criminals operating in the area of their
specific charge.

Talking to The Pioneer, the SSP said it has been noticed
that criminals generally avoided committing crimes in the
police-station area they reside in making sure that they
had a "clean" record at "home", while having fairly long
history-sheets in other areas of the town. This way it
was easier for criminals to conduct their activities
freely avoiding continuous monitoring of the local cops.

SSP Krishna says the situation shall now change as under
"Operation Pehchaan" the police have decided to prepare a
database of all active and dormant history-sheeter
criminals. Every police station has been given the task
of preparing a list of criminals active or living in
their area over the past five years in order to prepare a
photographic crime-profile of every "known" criminal of
Agra that shall be available at every police station for
ready reference. This database shall be updated regularly
to include new criminals while removing "inactive" ones
after they remain dormant for at least five years. The
criminals marked "missing" shall also be included in the
database to make sure they do not escape notice of the
police on their return.

The SSP said the beat constable of the corresponding
"sector" has been made responsible for monitoring the
activities of the criminals living in his beat area, as
this way there shall be at least one policeman closely
watching each "known" criminal of the town. He said it is
his firm belief that if each criminal is monitored 24-
hours a day, the organised and unorganised crime graph in
the town shall surely take a steep plunge downwards. He
said the second phase of this operation would be to
identify criminals coming into Agra from adjoining
districts and States and prepare their "profiles" in
cooperation with the police of their respective
districts.

Krishna said that if crime continues despite these
precautions, the ultimate responsibility for the crime
shall lie with the constable of that "beat" in-charge of
keeping a watch on criminals living or active in his
area.

However, the SSP's plans to revolutionise crime control
in 41 police stations of this district have failed to
impress many who claim that crime cannot be controlled
with "fancy names", that what really matters is how the
crime control measures are implemented. Questions are
already being raised on the "real motives" behind this
"operation" as beat constables are quite familiar with
the criminals living in their respective areas but this
has had failed to improve crime control in the city.
