Default Advice regarding change of status from B2 to H1B

Hi
I recently alighted in U.S on a B2 visitor visa from canada .I am
presently on Post Graduate work permit in canada after successful
completion of my course in Canadian collage in the same field.
I would like to know whether its advisable for me to apply for change
of status to H1-B with in U.S or apply for H1 and attend visa office
abroad.If an employer is ready to sponsor for my H1.
And also which option has better chances of getting H1B.
Please bolster me with your valuable information and advice...
