The Tower charges admission, but London museums, the big ones,
all are free.35GBP is a great deal to pay for what you can do with a
daily tube pass and no more. Most of the other stuff that charges
admission fees is recommended by no guidebook I've read. They
all say skip them. The British Museum, Tate Gallery and Tate Modern,
National Gallery and National Portrait Gallery, all free. The Museum of
London as well.

Every night of the week LondonWalks does a Jack the Ripper walking
tour for about 5GBP and takes you to various pubs along the way where
you can buy your own beer and food. It is their most popular walk and
covers the territory where the Ripper was said to lurk. They also have
pub crawl walks. And many more. Two hours, 5GBP. Entertaining
guides. Highly recommended. Take a look at their schedules.

The tours you mention are very overpriced and you can do far better
on your own with a decent guidebook and a tube map. You don't
need a private tour of the Tower -- there is a tour given to eveyone
who enters. Museums have many free mini-tours each day, showing
off the highlights or specific areas of interest.
