A permanent resident normally applies for a reentry permit because he or she
wants to remain outside the U.S. for more than one year without abandoning
PR status. Some permanent residents do obtain a reentry permit to serve as
a travel document, because they are stateless or cannot easily get a valid
passport.
Asylees and refugees apply for a refugee travel document in order to travel
outside the U.S. Normally they do not have passports from their home
countries, as they claim they are subject to persecution in their home
countries.
These documents look like passports, and many countries are willing to place
visas in them.
