You are considered a Third Country National in Italy and, as such, the
US consulate in Rome is not obligated to accept your application. Most
consulates accept TCNs but they are not required to. You can try closer
to home in Canada or Mexico. However, be aware of the fact that, if
denied, you will have to fly to Brazil from whichever country you are in
to re-apply.
