Default 2nd applicant-IELTS?

Hi,

im just wondering if i, as a secondary applicant, still need an IELTS
result as an evidance of my Englsh level?
I have a post-grad degree from university in Brisbane (2 years study),
and 1 year working experience in Brisbane. Isn't it enough to prove
that at least i have functional level of English? or do i still have to
do the IELTS test? hhhhmm????? anyone can give suggestion?

In short, you may not need to take IELTS, see Regulation 5.17 (c)
reproduced here;

_Reg_5.17______Prescribed_evidence_of_English_lang uage_proficiency_(Act,_s5(2)(b))_


5.17 For the purposes of paragraph 5(2)(b) of the Act (dealing
with whether a person has *functiona*l English), the evidence referred
to in each of the following paragraphs is prescribed evidence of the
English language proficiency of a person:

(a) evidence that the person has a qualification or experience, or
has attained test results, set out in column 2 of an item in Part 3 of
Schedule 6, being a qualification, experience or test results in
relation to which 10 points or more is specified in column 3 of that
item;

(b) evidence that the person has been awarded 10 or more points
under Part 3 of Schedule 6 (including points awarded because of a
determination by the Minister under subregulation 2.26(4));

(c) evidence that:

(i) the person holds an award (being a degree, a higher degree, a
diploma or a trade certificate) that required at least 2 years of
full-time study or training; and

(ii) all instruction (including instruction received in other
courses for which the person was allowed credit) for that award was
conducted in English;
