I've just made a trip like that about 1 month ago.

Main places to see in the Northern Spain that I recommend (just from
personal experience) are Oviedo, the Picos de Europa (Potes,
Covadonga), the seaside town of Comillas (already in Cantabria), not
to miss Santillana del Mar.

If you do not intent to drive in the mountain, you'll have a motorway
(no tolls) from the Portuguese border in Valenca (in Minho) till the
French border in Hendaye. You can to to Leon, Oviedo, Santander,
Bilbao, San Sebastian, Hendaye and then in France you can go to
Carcassone via Toulouse. Crossing the Pyrinees might be a nightmare if
you choose to take Andorra.
