Default Birth Certificate from Canada

Hi everybody!

I had previously posted this message under the title "Worried about
Canadian Birth Certificate."(copied below) I did not get any response
so I am giving it one more shot with some additional queries.

The question is will DIMIA accept a letter which is called a Division
Registrar's statement or travel letter stating the birth of the new born
and mentioning that the certificate is under process, in-lieu of the
full birth certificate of the new born?

Mr. Lombard and other experts what in your opinion would DIMIA accept
in lieu of the full birth certificate for a new born? Please read
this message in combination with my previous posting which I've
copied below.

Hi all,

I am an applicant from Ontario, Canada under the Skilled Designated Area
class visa.

Getting a birth certificate for a new born in Ontario has become a
nightmare for a lot of people who have to travel outside of Canada. In a
country where the total population is only 31 million obtaining a birth
certificate should be a matter of a week or let's say a couple of weeks
but I know somebody who applied October last year and is still waiting
for the certificate.

Our baby is due in September and we are worried that things might be
held up just because of this piece of paper. There is something
called "Certificate of live birth" issued from the hospital in the
event of the birth of a child. I was wondering if DIMIA will accept
this inlieu of the actual certificate, perhaps supported by an
explanation for the delay.

Experts in this forum please chip in your 2 cents on this issue. If
any body from Canada has been in this situation please share your
thoughts with me.
