The problem is that original DMP most likely didn't send your wife's medical
report to Ottawa at all as such couldn't be completed without medicals. You
should contact original DMP first, find out what happened to your wife's
medicals and ask him to coordinate (if possible) with DMP in India for your
wife's X-rays. If she cannot come to Canada to complete medicals with
original DMP, plus medicals were done over a year ago and she left Canada to
India since then she will most likely have to redo her medicals anyway. It
will be much better if you would notify visa post about the fact and ask for
new medical forms for your wife, so she can do everything in India.
