Hi
My understanding was that you needed to show some document
that indicated the age of the person. A copy of the passport
and citizenship papers is what I'd used. At least for the I-129F.
You'll still need the birth certificate for the consulate,
later on. If it will be hard to get, best start working
on it right away. They will accept other evidence but
only from countries that don't issue BC's.
